IEC 62676-4 sets identification - usable for someone unknown to the viewer - at 250 px/m. A 1080p camera achieves that only across a 7.7 m wide scene.
Is 4K worth it for CCTV?
Where width matters, yes: 3840 px across 15 m still gives 256 px/m - identification-grade across double the scene a 1080p camera could cover.
